Human Security, Structural Stability and Good Governance in Times of State Failure

Objectives | The research project conceptualises an analytical framework to grasp the unfavourable conditions for successful political transformation in crisis zones. It identifies alternative strategies and paths of development that might strengthen domestic capacities to tackle the challenges of state crisis and violent conflict. Furthermore, the research project evaluates different concepts that have been developed by Western donors and international agencies as leitmotifs for crisis prevention and development policy. In particular, the idea of 'structural stability', as formulated by the Development Assistance Committee of the Organisation for Economic Co-operation and Development (DAC/OECD) and the European Commission, is of interest. In addition, the project undertakes to apply the notion of 'human security', which has been created by the United Nations Development Programme (UNDP), to different countries and regions. Such an approach may help to find out whether this popular concept means – as Roland Paris has recently put it - a real 'paradigm shift' or only 'hot air'. |
