The Higher Education Forum is being held jointly by the Universities of Flensburg, Oldenburg and Göttingen, the Center for Development Research (ZEF) at the University of Bonn, and the German Academic Exchange Service (DAAD). In addition to international exchange and intercultural meeting, 120 former students from the three universities and from 38 different countries, most of them from developing countries, are given the possibility to present their work. Representatives from science, economy and development cooperation inform about latest developments in the field of renewable energies. The participants of the Higher Education Forum, who are all experts and executives in their countries, can also join the International Conference for Renewable Energies, Renewables2004, as listeners. The three postgraduate study courses aim to impart expert and executive skills as well as technically, socially and politically competent acting in job and society. The postgraduate participants from countries of development cooperation all have appropriate academic prequalifications and working experience. The courses prepare them for key problems like environmental degradation, shortage of natural resources and growing poverty with the help of new technologies, constant exchange of knowledge and experiences as well as new organization and management structures.

 

Sustainable Energy Systems and Management (SESAM)
The 18-month postgraduate MSc study course prepares participants for employment in both local and international environments. Students take part in a 5-month international study program to apply and extend the knowledge they have gained through their studies at the University of Flensburg. During the first two months, they participate in an International Classroom. The United Nations Development
Programme (UNDP) in Nepal with its “Rural Energy Development Programme REDP” and the “Highlands and Islands Enterprises” in Scotland have a partnership with SESAM. Another three months are for research at partner universities or other organizations in different countries. The results of the student’s research abroad will provide the core of the MSc dissertation and oral exams, both of which are to be completed in the ensuing 3-month examination phase.

Postgraduate Programme Renewable Energy (PPRE)
The program emphasizes the development of solutions based on renewable energy systems to supply energy to customers far from power grids or in remote areas. This three-term MSc course has been designed for applicants who have completed at least a 4-year BSc degree or equivalent academic training. The program consists of lectures, seminars and laboratory courses. Theory of RE is offered in the first term, followed by an external practical training (in relevant organizations involved with RE); applications of RE are offered in the second term and the final project work in the third term. Up to now, about 250 alumni from more than 60 countries have participated in the program.

International PhD Program for Agricultural Sciences (IPAG)
IPAG is designed to provide PhD candidates with professional training in the fields of agricultural economics and rural sociology, agronomy, animal production, management of natural resources, agribusiness, and tropical and international agriculture. IPAG is conducted in cooperation with universities in Indonesia, Thailand, Cuba, Chile and Egypt.
The 3-year graduate program includes lectures, tutorials, seminars, and methods courses. In addition, IPAG provides training in oral and written communication skills, including scientific writing and publishing, elective courses, and participation in international conferences or workshops. IPAG also emphasizes soft skills like teamwork, problem solving and moderation techniques.

German Academic Exchange Service (DAAD)
In its capacity as the largest German support organization in the field of international academic cooperation, the DAAD simultaneously fulfils responsibilities in foreign cultural and academic policy, development cooperation policy and national higher education policy. One task of the DAAD is to advance young German academic elites in order to provide them with cosmopolitan qualifications as future leaders and executives in the spirit of international and intercultural experience. At the same time, it supports the academic and scientific progress in developing countries and in the transforming countries of Central and Eastern Europe, mainly by the development of efficient higher education structures. The activities focus on the continuing education and training of young scientists by awarding scholarships and grants in Germany and by developing partnerships with German higher education institutions. The programs also target academically trained experts and executives working outside the higher education sector. The establishment of lasting networks in cooperation with the scholarship holders constitutes part of the success of the program. The stays of these students, academics and scientists at German higher education institutions advance the understanding in Germany for the developing countries and the need for development policy cooperation.

Center for Development Research (ZEF)
ZEF is an interdisciplinary and internationally oriented institute dedicated to research, policy dialogue and education. ZEF's research aims at a careful understanding of the rapidly changing context in which development is currently taking place. ZEF's research activities have been designed along three core areas: economic development and technological change, ecology and natural resource management, and political and cultural change. In order to improve the understanding of the complex linkages in the field of development, one of ZEF's main strategic goals is to increase interdisciplinary cooperation and to achieve greater thematic coherence by way of crosscutting projects. To maintain research quality, guiding criteria for ZEF's research are research excellence, strategic relevance, thematic coherence, and efficiency. In order to maximize its impact, ZEF maintains an ongoing dialogue with representatives from politics, business, and NGOs through national and international conferences and workshops. ZEF attaches high importance to the scientific training and capacity building, in particular, of up-and-coming researchers from developing and transforming economies. Since 1999, ZEF maintains the three years International Doctoral Studies Program.
