About the book: This new book reveals in greater detail “how to” make multilevel government finance and policies work in the presence of political economy constraints. The handbook focuses on new developments in the “second generation” of intergovernmental finance, in which benevolent rulers and governments have been replaced by personally motivated politicians and their associated institutions. It provides fresh and original perspectives on taxes, budget systems, the management of liabilities and macroeconomic stability in the context of multilevel government finance. The book also explores special topics concerning the poor and marginalized, structural change and the environment, natural disasters, and the task of overcoming conflicts whilst keeping countries together.
