Organising and Implementing A Local Economic Development Strategy for Enterprise/Business Development at the District Level: Prospects and Challenges

Local economic development is an approach that uses the right mix of concepts, activities and tools to overcome barriers that impede economic development, and to stimulate economic activities. This study focuses on the application of the local economic development approach or strategy to promote enterprise/business development in two selected districts. This study seeks to provide better understanding and explanation of the concept ‘local economic development’ as a development strategy, why it is important or pursued, and assesses how the strategy is being organised and implemented at the sub-national or local level of governance to promote enterprise/business development. In this research, i aim to contribute to knowledge on this subject by analysing the organisation and application of the local economic development approach or strategy to promote enterprise/business development in two selected Districts in Northern Ghana – the Bolgatanga Municipal Assembly in the Upper East Region, and the Savelugu-Nanton District in the Northern Region. In the Bolgatanga Municipality, the organisation of the local economic development strategy revolves around the Assembly. In the Savelugu-Nanton District, the German Society for International Cooperation’s (formerly GTZ) is spearheading the implementation of its concept of local and regional economic development strategy/approach to promote enterprise/business development in the District. The study will use the mixed method research design. Both quantitative and qualitative methods shall be use to collect data. The mixed method design for this study shall be a multilevel design where both qualitative and quantitative methods shall be used simultaneously in the collection of data.
