Left Wing Extremism in India: A study of state responses in Bihar and West Benga

Thesis abstract

Left Wing Extremism in India is spread in 10 states and 106 districts of India and has been in continuance for more than four decades. Government of India has called it as a terrorist organisation and is treated under Unlawful Activities Prevention Act. Being labelled as a law and order problem (which is a state subject) the means to address the extremism rest with the state governments which in turn are different in terms of their ideals and objectives (Communist, caste based etc ruled states) and the ground realities in terms of political, socio-cultural, and economic agendas. The objective of this study is to explore the factors or events that have shaped the policies towards this conflict. The motif is also to analyse the reasons for implementing one policy alternative over the other. Considering Bihar and West Bengal as case studies, this research will analyse how state politics played a role in influencing policies towards managing the conflict in these states. These two states have witnessed the rise of LWE from the beginning and where it continues, although, with varying degrees. In this process, the relationship between central and state governments will also be analysed to explore if the presence of different political parties in power had any impact on the policies formulated to handle the crisis.
