Opening: Chief of Party (COP) for a proposed project

Position: Chief of Party

Location: Aqaba, Jordan

 

 

I am searching for a Chief of Party (COP) for a proposed project due to start later this year. I am a contractual recruiter retained by a leading Washington DC area consulting firm that is in the final stage of submitting proposal for a large USAID project. Length of contract is expected to be three (3) years. Applicants should apply only if they meet the skill prerequisites.

 

 

 

Job Responsibilities:

The COP will be responsible for leading and managing the overall program. Illustrative tasks will include: lead the strategic planning for the program; develop results reporting systems; ensure close coordination with USAID and program partners, private sector, NGO and donor communities; and, develop and implement an active communications and public awareness program. The position requires an individual with outstanding strategic planning and management skills, exceptional communications and presentation skills, strong teamwork and interpersonal skills, and a wide range of technical expertise in economic growth, private sector development, and public sector reform and management. The COP would preferably have at least 15 years experience in planning and managing highly complex economic growth-related projects.

 

* Coordinates activities closely with USAID, counterpart and community representatives, and local consulting firms and NGOs.

* Oversees development and timely implementation of monitoring plans for project activities and ensures reporting of data required for performance benchmarks and results frameworks.

* Assures the timely and effective use of short- and long-term technical assistance.

* Leads recruitment of local staff; conducts or participates in performance evaluations of senior technical staff.

* Assumes responsibility for the technical quality of all activities and products.

* Leads the project annual work planning, and ensures that quality operational plans, budgets, and reports are submitted as per contract agreements.

* Coordinates with the Project Director and Contract Administrator to assure that all managerial and administrative matters are communicated and that action comply with the provisions of the contract and with donor requirements.

* Ensures that project budget projections, expenditure, tracking and reporting are in accordance with donor requirements, procedures and practices.

* Develops relationships and works closely at all levels, and maintains effective communication with donor, local and foreign NGO’s.

* Represents employer and the project to the financing donor Mission, the host country government, and other key stakeholders.

 

 

 

Experience Desired:

 

 

 

The ideal candidate will have many of the following: Experience with local or regional economic development institutions, ideally in middle income or developed countries; experience in advising senior government officials and private sector investors; investment promotion; private sector development, especially micro- and small enterprises; workforce development especially as related to vocational training for such sectors as hospitality, construction and transport; association development; public-private dialogue; management of strategy development and organizational transformation of large public institutions; experience in managing large, multi-cultural teams; good interpersonal skills. Ability to deal with business community, government entities and local community leaders as well as sensitivity to competing demands of significant business development and more traditionally oriented community. Experience in developing corporate social responsibility program. Experience in the Middle East is desirable.

 

 

 

Candidate, while probably not a technical expert in all areas of assistance, should be able to effectively oversee and evaluate efforts of large team of local and international professionals as well as consulting companies. Ability to collaborate closely with senior officials, business and community representatives and USAID essential.

 

Skill Prerequisites:

 

* Masters Degree (minimum), or a PhD (preferred) in field related to economic, community or private sector development with experience in organizational development.

* 15+ years experience in planning and managing highly complex economic growth-related projects.

* 5-10 years of relevant international experience related to local economic growth, with some experience in the Middle East and including experience managing USAID-funded projects.

* Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams.

* Ability to establish and maintain effective working relationships with the financing donor, investment promotion entity, private sector, local community and other development partners.

* Experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into an efficiently implemented program.
