THE EIGHTEENTH ANNUAL MEETING
OF THE
AMERICAN LAW AND ECONOMICS ASSOCIATION
May 16 - 17, 2008
New York City
Researchers interested in law and economics and law and
finance are invited to attend the annual meeting of the
American Law and Economics Association. The annual meeting
will bring together researchers from law schools, economics
departments, business schools, and elsewhere to present and
discuss current projects on a wide range of topics in law
and economics and law and finance. During the meeting,
sessions on different subjects will be held in parallel
with the goal of enabling the presentation of a significant
number of papers by a wide range of authors. The meeting
this year will take place at Columbia Law School in New
York City on May 16 and 17, 2008.
OVERVIEW:
The meeting this year will feature the presentation of

INTRODUCTION:
In recent years, there has been a substantial increase in
expenditure on various forms of gambling and prediction
markets, including casinos, sports betting, lotteries,
wagering on financial instruments. The rapid growth in this
activity has heightened interest in a variety of public
policy issues related to this sector. Managers and
policymakers seek guidance on how to tax and regulate this
activity within regions, countries, and across national
borders. Unfortunately, there is little systematic
theoretical and empirical evidence to guide such decisions,
given the somewhat embryonic nature of the literature.
Furthermore, gambling and prediction markets provide a
unique and convenient framework within which to examine
fundamental issues relating to traditional areas of
economics. For these reasons, this is an opportune time to
address questions relating to gambling and prediction
markets in a special issue of the Southern Economic
Journal.
The conference is also being held in association with the
Journal of Prediction Markets -
www.predictionmarketjournal.com, and the Journal of
Gambling Business and Economics - www.jgbe.com, and
papers presented at the conference may, at the discretion
of the authors, also be considered for publication in
either of these journals.
RESEARCH QUESTIONS:
Some research questions that contributors to the symposium
might address are:
- What is the optimal level and structure of taxation for
various forms of gambling?
- What are the implications of new forms of financial
instruments based on gambling principles, such as
'spread' (index) betting, binary betting, and person-to-
person 'exchange' betting?
- How does the growth of gambling affect the broader
economy?
- What factors influence productivity and other performance
indicators in the gambling sector?
- Does gambling promote economic development?
- How should governments regulate 'Indian' gaming?
- What are the managerial and policy implications of online
gambling?
- How can prediction markets be used in decision-making?
- Are there systematic biases in betting and prediction
markets?
- How well do prediction markets relative to other
forecasting tools, such as opinion polls?
- What is the optimal design of prediction markets?
- What are the applications of prediction markets?
- What is the empirical evidence on information efficiency
in betting markets and what implications does this have
for our broader understanding of financial and prediction
markets?
Papers on related issues not explicitly listed above are
also very welcome.
SUBMISSION AND REVIEW PROCESS:
Submissions (an abstract will be sufficient at this stage)
should be made on or before May 23, 2008. After the
symposium, selected papers will be externally reviewed
according to standard policies of the Southern Economic

CONFERENCE DETAILS AND TIME LINE:
The special issue conference will now be held at Nottingham
Business School, Nottingham Trent University on September
15 and September 16, 2008, with a welcome reception on
Sunday, September 14. The registration fee is British Pound
235 + VAT, to include the conference dinner and refreshments,
or British Pound 375 + VAT to also include two nights'
accommodation at the "Days Hotel" in Nottingham. Delegates
not presenting papers for consideration in the special
issue are also welcome to attend the conference at the
advised rates.

AIM AND SCOPE:
The Ruhr Graduate School in Economics (RGS Econ) is a
doctoral program initiated in 2004 and run by the
Universities of Bochum, Dortmund (TU) and Duisburg-Essen
and by the RWI Essen as an International NRW Graduate
School.
The aim of the Conference, which is jointly organized by
RGS Econ and the European Community Studies Association
(AEI), is to facilitate the exchange and discussion of
research results on an international level by bringing
together top PhD students and experienced researchers in a
professional and social forum. The Conference serves to
provide a stimulating environment in which doctoral
students from a variety of top universities and research
institutions can exchange ideas, establish informal
networks and initiate future collaborative research.
TOPICS OF INTEREST:
The core of the Conference discusses various dimensions of
Demographic Change and Sustainable Development in Europe
from different perspectives, country-specific experiences
and theoretical as well as empirical approaches. European
integration is a unique development as it opens effective
courses of action not realizable at the national level. The
Conference in general, however, is open to all fields of
economics (including econometrics).
The range of topics in the field of demographic change
includes labor market, education and social security
systems, income distribution and redistribution, health
economics, finance as well as domestic and international
migration. The topic field of sustainable development in
particular includes economics of environmental resources,
industrial organization and public finance. A reference to
the process of European integration is preferred.

Selected participants must deliver a complete paper by July

Accepted papers will be arranged in thematically coherent

by 10 minutes of questions and discussion.
Doctoral students especially from the new EU member states
in Central and Eastern Europe are encouraged to submit a
paper.
FEES AND FUNDING:
There is no fee for participation. Participants who present
a paper will be granted a fixed funding covering
accommodation and travel.

research in the macroeconomic field, in areas such as
monetary and banking issues, the market mechanism, the
behaviour of financial institutions, pensions and public
finance. The Division also develops and maintains
econometric instruments, particularly models and
indicators. These are used to make economic projections.
JOB RESPONSIBILITIES:
- You will engage in applied scientific research.
- You will give presentations on your research results.
- You will give advice to DNB's policy-makers on the basis
of your research expertise.
JOB QUALIFICATIONS:
- A doctorate in economics or econometrics, with a
specialisation in macroeconomics.
