THE UNIVERSITY OF NORTH CAROLINA'S TWELFTH ANNUAL
TAX SYMPOSIUM

The University of North Carolina is organizing its twelfth
annual symposium designed to bring together leading tax
scholars from economics, accounting, finance, law,
political science, and related fields. The symposium will
be held in Chapel Hill on Friday afternoon and Saturday
morning, January 23 & 24, 2009, and will be sponsored by
the KPMG Foundation and the UNC Tax Center. The goal is to
bring together scholars from different areas who share a
common interest in current tax research. Previous
conferences have been very successful, and we anticipate
the same this year.
PAPER DETAILS:
Papers should be well developed, but at a stage where they
can still benefit from the group's discussion. The
symposium will include no more than six papers. Travel and
lodging expenses for presenters will be reimbursed up to
$500.

THE 15TH WZB CONFERENCE ON MARKETS AND POLITICS
AND
THE 2ND CONFERENCE OF THE RESEARCH NETWORK ON
INNOVATION AND COMPETITION POLICY (RNIC)
DETERRENCE IN COMPETITION POLICY
October 17-18, 2008, in Berlin
The WZB will stage its 15th conference on Markets and
Politics on October 17-18, 2008, in Berlin. This will be
held in conjunction with the 2nd conference of the Research
Network on Innovation and Competition Policy (RNIC). During
this conference, we intend to provide a forum for
international researchers, practitioners and network
members to present and discuss work concerning deterrence
effects in competition policy. The objective is to organize
a small-scale event that promotes interaction and
discussion. Participation will mainly be by invitation.
Deterrence is a crucial aspect of competition policy,
traditionally in the area of cartels and price fixing, but
also in the area of merger policy. Although its main
elements - detection and punishment - are well known, an
evaluation of the deterrence impact remains problematic.
The major problem is its measurability, as it is difficult
to assess how laws, court decisions and authority actions
influence anti-competitive behavior by firms. This
conference intends to enhance our understanding of
deterrence in the area of competition policy, by discussing
new methodological approaches for measurement. Furthermore,
we also aim to consider both empirically and theoretically
how new developments in competition policy may influence
deterrence (e.g. the introduction of private litigation).
Finally, deterrence, by changing firms' behavior, has then
also an impact on resulting market structures and economic
growth; these issues will be dealt with as well. Some of
the issues we are interested in include:
- The development of new empirical approaches
- Do mistakes from authorities or uncertain environments
influence deterrence?
- Does over-deterrence exist?
- The deterrence impact of plea bargaining on cartels
- The deterrence impact of bargaining over remedies on
mergers
- Policing actual merger cases versus deterring future
mergers
- Does private litigation increase cartel deterrence?
- Ex ante versus ex post deterrence
- The importance of precedents and court decisions in
deterrence
- The deterrence impact on merger behavior and ultimately
market structure and growth

The Canadian Law & Economics Association (CLEA) is working
with Social Science Research Network (SSRN) to provide an
online conference submission and review system for the CLEA
2008 Annual Meeting. The online submission system will
require a small amount of additional effort on your part
but it has substantial benefits for us and the CLEA

THE ROLE OF FIRMS IN TAX SYSTEMS

On April 17-18, 2009, the Office of Tax Policy Research
will sponsor a conference in Ann Arbor on the role of firms
in tax systems.
TOPICS:
The conference papers should focus on the role of firms in
the implementation of tax systems, including their role in
remitting revenue to the tax authority in the form of
corporation income tax, value added taxes, and withholding
on labor income tax. We invite normative models of firm-
based tax systems implemented in countries with limited
administrative capacity and avoidance and evasion is
different for firm-based taxes, as well as positive
normative theoretical models that look beyond constant-
returns-to-scale and allow heterogeneous firms. Empirical
applications are equally welcome, including on such topics
as the effect of taxation on the size distribution of firms
and the "missing middle," the formation of VAT chains, the
impact of size thresholds for tax registration, and the
effect of tax thresholds on firm concentration and
production patterns. Authors with a background in
development economics or industrial organization, but
interested in the overlap with taxation, are especially
encouraged to participate.

Supernumerary Teaching Fellowship in Economics (without

DESCRIPTION/QUALIFICATIONS:
The person appointed will be expected to teach
undergraduates up to a maximum of eight hours each week
during term, and to play a full part in the organization of
economics teaching in St. John's for undergraduates reading
for degrees in Economics & Management; Engineering,
Economics & Management; History & Economics; and
Philosophy, Politics & Economics (PPE).
Candidates must be able to contribute to the teaching of

The election to the Fellowship will be for one year in the

be offered as the final year of the appointment to permit
