As is concerned, healthy land ecosystems are essential to sustainable development, including food security and improved livelihoods. Yet, their key services, such as food and landscape, have usually been taken for granted and their true value underrated, leading to land degradation becoming a critical global problem. In China, to meet the increasing demand for food, the technology is used and even the fertilizer and pesticide are over committed, and as a consequence, land quality decline. Policy actions for sustainable land management are lacking, and a policy framework for action is missing. Such a framework for policy action needs to be supported by evidence-based and action-oriented research. For China, we identify the determinants of land degradation including cultivated land degradation, grassland degradation and deforestation. We are going to reviewing the relevant assessment methods for land to obtain a suitable indicator of land degradation for the case study area in China and then exploring the spatial patterns and temporal variations of NDVI and land potential productivity for analyzing the economics of land degradation in China. We select the North China Plain as the typical region to conduct the study. For thousands of years, the North China Plain has been one of the most productive agricultural bases in China. We select the key policies for land conservation, analyzing its cost and benefit. For example, the implementation of Grain for Green projects has won initial success for the restoration of grassland and forest ecosystem in some areas while affecting the conservation of land quality, but it is too early to say that the trend of deforestation has been effectively reversed across China.
