PARTIAL CREDIT GUARANTEE SCHEMES -
EXPERIENCES AND LESSONS
A joint conference by the World Bank
Rensselaer Polytechnic Institute
and the Journal of Financial Stability
The World Bank, Washington DC
March 13-14, 2008
Credit guarantee schemes distribute credit risk, can
improve access to finance and spur private sector
development. However, while a variety of different types
of guarantee schemes exist throughout the developing and
developed world, many questions remain unanswered.
The aim of this conference is to encourage both empirical
and theoretical papers analyzing (i) the rationale behind
credit guarantee schemes and the arguments for public
intervention, (ii) pricing and institutional structures,
(iii) risk management, (iv) performance of existing credit
guarantee schemes, and (v) impact of credit guarantee
schemes on borrowers, banks and the economy at large. We
encourage empirical cases, country studies and cross-
country studies as well as theoretical studies. Preliminary
drafts are welcome if it is reasonable to expect completion
before the conference.

The submission deadline is October 15, 2007. Those
submitting papers will be informed of the committees'
decision by November 30, 2007.
The conference aims to bring together leading academics,
central bankers and bank supervisors as well as market
participants. The World Bank, RPI, and the Journal of
Financial Stability will contribute toward the cost of
academic speakers' travel and accommodation expenses.
The Program Committee for the conference consists of
Thorsten Beck (World Bank), Gerard Caprio (William College
and JFS), Erik Feijen (World Bank), Iftekhar Hasan (RPI and
JFS), and Patrick Honohan (Trinity College).
SUBMISSIONS TO THE JOURNAL OF FINANCIAL STABILITY:
A special issue of the Journal of Financial Stability will
be devoted to the conference. It is expected that papers
submitted to the conference will also be submitted to the
special issue. Your paper's acceptance to the conference
does not guarantee publication in the JFS. All papers must
pass the journal's regular review standards; however, an
expedited refereeing process will be put in place.

THE IMPLICATIONS OF INTEGRATION FOR GLOBALIZATION

CALL FOR PAPERS AND PARTICIPANTS
The organizers invite the submission of abstracts or
completed papers on any area of the economics of
integration, especially European integration, that have
implications for wider globalization. Papers on financial
and monetary integration will be particularly welcome.
All members of EUSA are warmly invited to participate.
Those indicating a willingness to act as discussants will
be particularly helpful.
Papers presented at the conference will be considered for a
special issue of the North American Journal of Economics
and Finance, edited by Sven Arndt, Patrick Crowley and
David Mayes on the topic of 'What Future for
Globalization?' to be published in 2009. An outline of the
theme follows.
PAPER SUBMISSION PROCEDURE:
Anyone wishing to submit a paper to the special issue which
does not have a European element to it are welcome to do so
by the same deadline. Anyone wishing just to submit a paper
for the special issue but not participate in the conference
is also welcome to do so by the same deadline. All papers
will be refereed.

Full papers must be available by February 28th, 2008 for
consideration for the Journal. Other papers must be

There is no charge for the conference including the
conference dinner.
EXPENSES:
Expenses for travel (economy-excursion class round trip)
and accommodation may be partially covered for speakers and
discussants.
ISSUES REGARDING THE INTEGRATION OF THE WORLD ECONOMY:
In spite of the perception that globalization is a uniquely
contemporary phenomenon, there were earlier waves in the
19th and early 20th Centuries. However, current forces
aimed at the integration and internationalization of
financial markets are taking place at a uniquely rapid
scale and pace. We are interested in research that explores
the potential for increased integration on a global scale,
and to examine whether the future portends greater
integration in certain geographical areas but not in others
(i.e., multi-speed globalization). Do present trends
foreshadow a deepening of the movement toward greater
integration, or do they signal an eventual unravelling of
current forces aimed at reaching even higher levels of
economic integration? Is there greater scope for
integration in some areas (viz., monetary policy) than in
others (e.g., fiscal policy)? Will existing concerns over
global imbalances contribute to reversing globalization
trends. Papers from various perspectives that deal with the
above, or related, questions are welcome. Papers of an
historical nature are also welcome as long as clear lessons
are drawn and relevance is shown for the present wave of
globalization.
General subjects of interests include (but are certainly
not limited to) the following:
Issues Regarding the Integration of the World Economy
- How have domestic and international institutions been
shaped by the current wave of globalization?
- Has globalization promoted or hindered regional trade
pacts? Has it made global trade freer?
- How has globalization contributed to the growth of trade?
Have some sectors or regions benefited more than others?
Why?
- What are the distributional effects of globalization?
- Has the globalization of trade been accompanied by a
globalization in economic ideologies?
- Must globalization in trade be followed by a
globalization of sorts in currencies?
- What are the implications of globalization for labour
markets and migration across countries?
- What are the consequences of globalization for
outsourcing and foreign direct investment?
- How does globalization impact fiscal policy in sovereign
nations?
- What are the political-economy consequences of
globalization?
- How have financial sectors been impacted by globalization
and has financial liberalization been a spur for economic
growth?

The purpose of this workshop is to bring together papers
that explore the state of the art in our understanding of
asset price behavior. Topics to be considered include:
- stock price and real estate price bubbles;
- herding and noise trading in stock markets;
- other anomalies in asset prices;
- sentiment driven behavior of individual and institutional
investors;
- asset price dynamics: implications for monetary policy
and regulatory frameworks.
We especially welcome empirical papers, but we will also
consider theoretical work. One session will be devoted to
presentations by PhD students. Academics, as well as policy
makers, are encouraged to submit papers.

The workshop will take place on February 14-15, 2008, at
the Norges Bank's conference centre Venastul, near
Lillehammer, Norway, site of the 1994 Winter Olympics.

Assistant/Associate/Full Professor - Applied Micro-
Econometrics in the area of Entrepreneurship and
Innovation (1,0 fte). Mandate: BEDR/2006/003-HO
JOB DESCRIPTION:
The Faculty of Applied Economic Sciences of the
Universiteit Hasselt has the ambition and the matching
resources to strengthen and expand its research capacity.
This vacancy is essential to this strategy in which the
applicant will play a key role. We offer a tenure-track
appointment, in principle for an unlimited term and
additional funding for attracting PhD students and
postdocs.
The main tasks are to teach quantitative econom(etr)ics
courses (Bachelor and Master) and to co-direct the research
programme of the Research Centre for Entrepreneurship and
Innovation (KIZOK) of the Universiteit Hasselt.
JOB QUALIFICATIONS:
Those who have been conducting advanced quantitative
research in the broad field of entrepreneurship and
innovation in SMEs, as well as those who are familiar with
treatment-effect models, handling small samples and/or
missing data in applied econometrics, or entropy/Bayesian
econometrics are particularly encouraged to apply.
Applicants are expected to have completed a PhD in
Econometrics, Quantitative Economics or in any other
quantitative field that is related to (or has affinity
with) entrepreneurship/innovation and microeconomics. Their
research should be published or have been accepted for
publication in international journals. Some teaching
experience is expected as well.

The International Rice Research Institute (IRRI) is seeking
a senior economist to head its Social Science Division
(SSD) consisting of six internationally recruited staff and
25 nationally recruited staff. The position, with an
initial appointment for three years, will be based at the
Institute's headquarters in Los Banos, Philippines. IRRI
supported by the Consultative Group in International
Agricultural Research ( www.cgiar.org ) is a nonprofit,
autonomous organization engaged in research and training on

JOB RESPONSIBILITIES:
The successful candidate will 1) develop and implement an
innovative socioeconomic research agenda covering such
areas as the global development trends relevant to rice and
the changing role of rice in the livelihoods of the poor
and disadvantaged; 2) supervise the management and
efficient utilization of SSD's human and physical
resources, maintain a congenial work environment, and
sustain the morale of the staff; and 3) contribute to
training and capacity building in research strategy and
methodologies for the SSD staff and national program
scientists.
As IRRI's research activities are carried out within a
multidisciplinary framework, the SSD head is often called
upon to serve as spokesperson for the Institute in areas
of policy and scientific research intersection.
JOB QUALIFICATIONS:
Candidates should have 1) a PhD in development economics,
agricultural economics, natural resource management
economics, or related disciplines; 2) strong skills in
economic development and policy analysis; 3) at least 8
years of research experience after completion of a PhD; 4)
a track record of peer-reviewed work published in
international journals; 5) ability to work with biological
scientists and collaborators from a wide variety of
institutions to identify, develop, and undertake relevant
economic analysis; 6) experience in writing grant proposals
and a good track record of successful grants and research
projects; and 7) sound interpersonal skills for effective
teamwork and sensitivities to a cross-cultural work
environment. Experience in developing countries is an
advantage. The position requires significant international
travel.
