Youth Aspirations, Decision Making and Migration Choices in the Hill Region of Uttarakhand, India

Thesis abstract

Despite their critical role in maintaining water and food security, Indian mountains face huge challenges which remain inadequately addressed. A large number of people have extremely limited access to such basic amenities as electricity, health services, education, roads, sanitation, broadband connectivity, water. Employment opportunities remain low and limited especially in the non-farm sector, with limited market access. In light of such peculiar development disabilities, Indian mountain states witness the phenomenon of out-migration. In Uttarakhand, youth out migration has become a critical political and development issue as out migration of youth is being looked as part of the circle in which lack of development leads to out migration of aspirational youth which further dents the potential for development in this North Indian Himalayan mountain state. With the help of an aspiration survey and qualitative inquiry with high school youth, their families and communities, this research study intends to explore what young people are aspiring for and more importantly, how are these aspirations being shaped in the outmigration ridden region? In the context of hill region where the access to even basic development entitlements like education and health is poor, it is important to analyse how aspirations of young people are shaped by different factors in the thick of social life, how the capacity to aspire vary among youth from different social background and how do they make the migration decisions? The intended outcomes seek to help generate a more nuanced understanding of the issue of youth outmigration from an intersectionality perspective.
