Assessment of water allocation using modelling approach considering groundwater dynamics in Irrigated Indus Basin-Pakistan

Thesis abstract

The apportionment of water of the Indus River System among the provinces of Pakistan is widely hailed as a historic agreement. This agreement (herein referred to as the Accord) was signed into effect in 1991. The 28-year-old document distributes surface water based on water allowances different for each canal command without taking into account the groundwater quality and quantity. The water allowances for different canal commands are not uniform and therefore, resulting in over-pumping (in areas with less water allowance) and waterlogging (in areas with higher water allowances). In this study, options will be derived to allocate water resources among the competing users (domestic, industry, agriculture and environment) considering the groundwater dynamics in the study area, environmental flow needed to conserve the ecosystem, population rise to ensure food security in the region and sustainability of accord in the long run.
