Speaker: Dr. Moira Zuazo Oblitas (Freie Universität Berlin)

Abstract:

The comparison “El Niño Costero” of Lima and the “Water Crisis” of La Paz allows us to establish useful generalizations for understanding the challenges of adaptation to climate change (CC) in cities of the global south.

The study poses that: 1) adaptation to climate change begins with a change of perspective from a horizon that perceives reality as the known, to a look from uncertainty. 2) both in Lima and La Paz, the disaster had a systemic character, which shows us a chain: temporary, social, institutional and political. 3) the relationship between disaster-related to climate change and increased inequalities affect the social cohesion of the city. 4) The importance of the strength of democracy is a condition for the transformative nature of adaptation.
