ICARDA is a non-profit international agricultural research center in a worldwide consortium of
15 centers, supported by the Consultative Group on International Agricultural Research
(CGIAR). The CGIAR is co-sponsored by the World Bank, the Food and Agriculture
Organization of the United Nations (FAO), the International Fund for Agricultural
Development (IFAD), and the United Nations Development Programme (UNDP). With a staff

ICARDA addresses two key areas of agricultural research: germplasm improvement (cereals

The Position
ICARDA is seeking a Assistant Director General - External Relations & Communications who
will report directly to the Director General, and will be based at ICARDA´s modern
headquarters and main research station located in a rural setting 30 km from Aleppo, Syria.
This senior position is responsible for mobilizing resources under the direct guidance and
supervision of the Director General. Specifically, the responsibilities will involve strategic
resource mobilization (including public awareness) and a key intermediation role in matching
the needs and priorities of the Center with donor priorities. In partnership with donors and
Center programs, the incumbent will pursue strategic alignment to help ensure that resources
mobilized are channeled to high priority areas. He/she will lead and manage Center
evaluation and assessment processes, the Communication Unit, Knowledge Management
Unit and Information Technology Unit.
Responsibilities:
§ Develop external relations strategy including relations with donors, NARS, advanced
research institutions, private sector and other stakeholders.
§ Develop appropriate resource mobilization strategies, approaches and work plans for
financing Center operations
§ Work closely with the DDG for Research to develop and implement ICARDA´s
Medium Term Plans
§ Coordinate the actual and potential donor base and develop specific strategies and
work plans for different donor segments
§ Mobilize funding from various sources and ensure a broader donor base for a stable,
adequate, and predictable funding inflow for the Center
§ Build donor confidence through efficient delivery of ICARDA´s programs/outputs,
efficient use of resources, and global promotion of ICARDA´s activities and its achievements
§ Continue dialogue with major donors, granting recognition to donors for their
contributions and impacts made
§ Evaluate policy issues in the Resource Mobilization area and develop guiding
principles
§ Strengthen reporting of research results and information on implementation of
projects to donors and stakeholders
§ Strengthen the Center potential for innovative resource mobilization techniques with
non-traditional donors, mainly the private sector.
§ Identify brand positioning activities and events in the social marketing of projects and
products
§ Pursue fund-raising efforts on the Internet
§ Develop innovative approaches for the development and submission of projects for
consideration by potential donors
§ Harmonize multi-level public awareness and resource mobilization activities,
including promoting the image of the Center and stimulating global interest in and support for
ICARDA´s mandate
§ Define and strengthen the role of the Center´s regional offices in the areas of
resource mobilization, marketing and public awareness
§ Monitor success of resource mobilization periodically
Qualifications and Experience
Advanced university degree (MBA) preferably in management, international relations, or
similar discipline. Comprehensive knowledge of organizational policies and practices
concerning the management of an extensive donor base. Administrative and managerial
skills. Resource mobilization management for maximum results and widest inclusion.
Charismatic, trust and relationship builder. Outstanding interpersonal skills. Tact, diplomacy
and discretion in dealing with sensitive issues.
Proven track record in resource mobilization and at least 8-10 years of experience in the area
of resource mobilization and/or advanced marketing at international and multinational levels.
Strong business experience in public and private sectors.
Terms of Appointment
The appointment will be for an initial period of three years, renewable thereafter on an annual

The Position
ICARDA is seeking an Assistant Director General - Corporate Services (ADG-CS) who will
report directly to the Director General, and will be based at ICARDA´s modern headquarters
and main research station located in a rural setting 30 km from Aleppo, Syria.
This senior position will lead and manage a client-oriented Corporate Services Division
providing support to research programs and Center operations. Corporate services comprise
Human Resources Services, Financial Services, Administrative Services and Operation
Services. The ADG-CS will also provide support to ICARDA´s Board of Trustees and in
institutional and legal matters.
Leadership, Planning and Management
§ Assume leadership and full management responsibility for all Corporate Services
functions and activities of the Center including human resources, finance, administration,
operations and institutional support; recommend and administer policies and procedures
§ Continuously plan, monitor and evaluate the efficiency and effectiveness of service
delivery methods and procedures; assess and monitor workload, administrative and support
systems, and internal reporting relationships; identify opportunities for improvement; direct
the implementation of change
§ Guide the planning, implementation and evaluation of services in the areas of
finance, planning and budget, human resource management and general administration and
operations throughout the Center.
Management, Finance and Human Resources
§ Advise the Director General on policy relating to finance, budget, human resource
management and general administration of the Center and its physical facilities
§ Provide strategic direction to the human resources function at the Center.
§ Ensure the financial stability and viability of the Center through proper financial
planning and management
§ Manage the staff of the Corporate Services Division at Headquarters and oversee
the integration of Center-wide corporate services functions with all ICARDA regional
programs and offices.
Institutional
§ As a member of the Executive Management Committee, assist the Director General
in the overall management of the Center and act on his behalf as needed
§ Provide and oversee the services of Secretary to the Board of Trustees
§ On behalf of the CGIAR system, undertake such tasks and responsibilities as agreed
by the Director General
§ Handle legal and institutional activities (negotiation of agreements, legal contracts,
regulatory matters, others)
§ Ensure that the Center infrastructure and physical facilities are maintained to
international standards
Design and delivery of services are based on client needs and internal and external
consultative processes to ensure that services are relevant, needed, and of high value.
Qualifications and Experience
Advanced university degree (MBA/MA) preferably in management, or similar discipline with
strong emphasis on financial management. Comprehensive knowledge of organizational
policies and practices in research organizations is highly desirable. High levels of
administrative and managerial skills. Charismatic trust and relationship builder. Outstanding
interpersonal skills. Tact, diplomacy and discretion in dealing with sensitive issues. Capacity
to manage, supervise and evaluate the performance of Corporate Services managers and, in
partnership with other executive and senior managers, develop the management and
reputation of the Center´s human and physical resources.
At least 15 years of experience in the areas of general management including human
resources, financial management and image building at international and multicultural levels.

The Position
ICARDA is seeking a Deputy Director General - Reseach (DDG-R) who will report directly to
the Director General, and will be based at ICARDA´s modern headquarters and main
research station located in a rural setting 30 km from Aleppo, Syria.
This is an executive level position which is part of the Executive Management Team and has
full responsibility for leading, planning, executing, managing and assessing the Center´s
global research to deliver high quality research results and IPGs and demonstrate
sustainable impact.
The DDG-R will lead a visionary and strategically-oriented global research program for the
Center through the following Terms of Reference:
Research Leadership, Planning and Management
· Lead Research and Program Strategic Planning at ICARDA
· Lead development and impact assessment of Research Programs and ICARDA´s
Medium Term Plan
· Lead the annual planning, implementation and evaluation of ICARDA´s research
program
· Work closely with the ADG-ERC (External Relations and Communication) to ensure
and strengthen effective partnerships with other CGIAR Centers, advanced research
institutes(ARIs), regional and international organizations
· Develop and sustain an effective research for development continuum together with
ICARDA´s Regional Programs and in partnership with national programs, other CG Centers,
ARIs, and regional and international organizations.
· Develop new strategic research areas and challenges to enhance the Center´s
mission
· Establish and encourage new, dynamic and pro-active research partnerships and
strengthen the existing ones through close and effective linkages
· Develop projects and programs and seek financing through integrated resource
mobilization and research strategies
· Establish research priorities and strategies relevant and applicable to the work and
mission of the Center
· Lead the development, management and financing of the ICARDA Challenge
Programs
· Assume a leading role in responding to and participating in the Science Council
requirements and activities
· Provide support to the Program Committee of the Board to ensure that the Board,
through the Committee, is well served to undertake its program oversight and to give
strategic program advice to the Center.
Management and Human Resources
· Manage, supervise and evaluate the performance of Program Directors, Regional
Program coordinators and Unit Heads
· Through coaching and other means develop the leadership capacity of the Program
Directors, Regional Program Coordinators and Unit Heads and through them the capacity of
program staff
· Develop the scientific capacity of the Center relating to human and physical
resources
· Develop an integrated project management system
· Enhance interdisciplinary team work and project development in the Center
· Develop and manage scientific and human resources by encouraging professional
quality and through scientific leadership
Resource Allocation
· DDG-R and ADG-ERC to work together in establishing an integrated project
development and monitoring system to ensure continuous financing of research programs
and projects
· Enhance the resource allocation process to ensure balanced allocation of resources
to programs and regions.
· Establish contacts with donors for mutual understanding of priorities and funding
strategies
· Monitor budget performance of research areas
Institutional
§ Assist the Director General in managing the Center
§ Establish contacts with donors, collaborators and other stakeholders to enhance
ICARDA´s image and research capacity
§ Actively participate in the Executive Management Committee deliberations and
decisions and their implementation
§ Coordinate internal and external reviews as appropriate
§ Other related activities allocated by the Director General
Qualifications and Experience
· PhD in any discipline of agriculture science with at least 15 years´ experience in
research and research management, preferably in a field of agricultural research, and a
strong record in research planning and leadership
· An established reputation for understanding complex systems, setting priorities,
focusing research and leading interdisciplinary research teams on global/ regional issues
· Experience in working in partnership with research institutions in developing
countries, and a willingness to undertake extensive travel
· Proven management, administration, communication and intercultural skills, and an
ability to communicate a research agenda to serve the poor to all of the Center´s
stakeholders

The Position
The Director leads the ICARDA program which focuses on enhancing income generating
options for the rural poor from crops and livestock, especially small ruminants, by improving
and diversifying current agricultural production systems, sustaining the resource production
base, increasing and diversifying outputs, improving the safety, quality and marketability of
produce, and adding value through agri-processing of primary products. It aims to contribute
to the development in rural areas of productive and sustainable systems that enhance
nutrition and livelihoods, generate opportunities for rural agri-business development and
increased employment, and conserve the resource base. The position combines research
with administration and reports to the Deputy Director General (Research). The position is
based at ICARDA´s headquarters and main research station located 30 km from Aleppo,
Syria.
Duties and Responsibilities
§ Develop Program strategy and research plans, and ensure the implementation of
approved work plans
§ Supervise the quality of research of the Program and ensure its dissemination in the
international literature
§ Prepare proposals for funding, and reports as requested by senior management
§ Coordinate with other staff for capacity building in the Program
§ Establish linkages and coordinate collaboration with relevant institutions in
developing and developed countries
Qualifications and Experience
Earned PhD in a relevant subject; a minimum of 10 years experience in agricultural research;
proven record of experience in a relevant scientific domain; at least three years of
international experience in a leadership position; ability to lead a multi-disciplinary, multi-
cultural team, innovativeness and experience in the developing world, a track record in donor
relations, fund raising and project development, excellent communications skills in English.
Knowledge of Arabic and/or French would be an advantage.

The Position
ICARDA is seeking a Director of Human Resources, who will be based at its headquarters in
Aleppo, Syria. The Director will develop and implement appropriate human resource
strategies, programs, policies, processes, services and practices designed to attract,
motivate and retain effective human capital at ICARDA. The position will lead the Human
Resources Unit and provide leadership, guidance and development for ICARDA´s global
human resources through proper HR policy development, implementation and assessment.
The position reports to the Assistant Director General - Corporate Services, and will have the
following main responsibilities:
· Managing the Personnel Unit and ensuring proper conduct by the staff
· Advising the management on personnel issues and recommending modifications to
the existing personnel polices for better efficiency and control
· Effectively communicating the Center´s personnel policies to the staff and monitoring
compliance
· Preparing staff development plans in consultation with various units at the Center
and advising management on implementation
· Ensuring that accurate and up-to-date personnel information is available in the
Oracle database
· Processing government clearances, visas, residence permits, licenses, identity
cards, insurance claims, etc, for staff members
· Coordinating periodic personnel performance appraisal and advising on
recruitments, promotions, re-assignments, transfers, resignations, etc
· Performing other duties that may be assigned by the Assistant Director General -
Corporate Services
Qualifications and Experience
· A university degree in human resources development or a related discipline
· Minimum of 10 years progressive experience in personnel management, preferably
in an international organization
· Excellent communication and interpersonal skills

Terms of Appointment
The appointment will be for an initial period of three years, renewable thereafter annually.
The salary is paid in US dollars. Benefits include housing allowance, paid home leave travel,
a pension scheme, life and health insurance package, vehicle for business and personal use,
and free enrollment for dependent children in the ICARDA-administered international school
(KG to Grade 12).
Living in Syria
ICARDA´s headquarters is situated 30 km south of Aleppo, Syria´s second largest city. In
addition to the internationally-accredited school, ICARDA runs a sports and social club for the
staff. Syria has many historical and archaeological sites, some a short drive from Aleppo.
There are four distinct seasons and the terrain varies from desert to mountains to fertile fruit
orchards. Major international airlines fly into Damascus and Aleppo.

The International Potato Center is seeking a specialist in evaluation and impact assessment
to coordinate a Research Unit (RU) promoting the institutionalization of participatory methods
and documenting the outcomes and impacts of that process to influence policy. The
candidate should be committed to using research for development in a complex cooperative
environment of research and development partners. CIP seeks diversity and gender balance

The Context: CIP is a not-for-profit international agricultural research organization with a
global mandate to conduct research on potatoes and sweetpotatoes, sustainable
management of natural resources and urban agriculture and is a member of the Consultative
Group for International Agricultural Research, a network of 15 research centers mostly
located in the developing world and supported by more than 60 donor members. CIP and the
International Center for Tropical Agriculture (CIAT, also a member of the CGIAR) have
overall responsibility for the scientific coordination of a four year project which will promote
and learn lessons from participatory research methods that can enhance impacts for and
with the poor in agricultural innovation systems in Bolivia, Peru, Ecuador and Colombia. The
project will be organized by a number of thematic teams which include participatory
evaluation and monitoring, value chains, communication and policy. It will be implemented
with a range of national partners in the region, with a particular focus on Bolivia where a
Science and Technology Policy Unit for Agriculture will be institutionalized.
The position: CIP seeks an accomplished specialist in evaluation and impact assessment as
Coordinator of the Research Unit in the project. The Coordinator will have primary
responsibility for providing scientific direction in the Unit and across the project, specific
responsibilities include:
Documenting the process of institutionalizing a set of methodologies with a wide range of
partners
Supporting the systematic measurement of the outcomes and impacts of this process on
livelihoods and poverty to generate credible scientific evidence to influence policy
Promoting linkages to influence policy
Leading the preparation of scientific articles and other information outputs that contribute to
the promotion of participatory research methods and approaches as international public
goods
The RU Coordinator will work closely with the Project Coordinator to ensure timely delivery of
research outputs and reporting. The position is a joint appointment of CIP with CIAT with
responsibilities for scientific coordination of the support from both the centers. The position
reports to the leader of CIP´s Impact Enhancement Division. It will be based in Bolivia with
frequent international travel in the Andean region, and potentially elsewhere.
The successful candidate will:
· be an accomplished and innovative researcher with at least five years of strong
research experience in evaluation and impact assessment;
· have a PhD in Economics, Agricultural Economics, Sociology, Anthropology or other
relevant Social Science discipline
· have demonstrated success in working with multi-disciplinary teams and
partnerships
· have a strong international publication record
· be fluent in Spanish and English
Conditions: The employment contract will be for an initial three-year term with the possibility
of renewal. The position will be based in La Paz, Bolivia. CIP offers a range of benefits for
