The Searle Center on Law, Regulation, and Economic Growth
is issuing a call for original research papers to be
presented at a Research Symposium on The Economics and Law
of the Entrepreneur at Northwestern University School of
Law. The Symposium will run from 12:00 P.M. on Wednesday,
June 18th to 2:00 PM on Thursday, June 19th, 2008.
The goal of this Research Symposium is to provide a forum
where economists and legal scholars can gather together
with Northwestern's own distinguished faculty to present
and discuss high quality research relevant to the economics
and law of the entrepreneur.
PAPER SUBMISSION/REGISTRATION:

The conference is organized in cooperation with the Journal
of Economics & Management Strategy (JEMS). JEMS will
publish a special issue on the economies of the
entrepreneur. Authors can submit their work either to the
conference, or to JEMS, or to both. Authors are free to
publish their work in other venues (with appropriate
acknowledgement of the Searle Center).
Authors will receive an honorarium of $1,500 to cover
reasonable transportation expenses. The Searle Center will
make hotel reservations and pay for rooms for the night of
Thursday, June 18th. Discussants will receive an
honorarium of $500 to cover reasonable transportation
expenses. We will also provide hotel reservations for the
discussants.
The conference is organized by Professor Daniel F. Spulber,
Research Director, Searle Center Research Project on
Innovation, Entrepreneurship, and Growth.

September 26th & 27th, 2008
The Searle Center on Law, Regulation, and Economic Growth
is issuing a call for original research papers to be
presented at a Research Symposium on Antitrust Economics
and Competition Policy at Northwestern University School of
Law. The Symposium will run from 9:00 AM on Friday,
September 26th to 12:30 PM on Saturday, September 27th.
The Symposium is co-sponsored by the Center for the Study
of Industrial Organization at Northwestern University.
The goal of this Research Symposium is to provide a forum
where leading scholars from across the country can gather
together with Northwestern's own distinguished faculty to
present and discuss high quality research relevant to
antitrust economics and competition policy. Both
theoretical and empirical submissions are welcome. Papers
in industrial organization or applied microeconomic theory
that address issues relevant to antitrust policy are
welcome even if they do not directly focus on particular
antitrust policy issues or institutions. We hope to
involve leading thinkers from the government, non-profit,
and private sector, as well as leading academics from
economics departments, business schools, law schools and
public policy schools. While most of the conference will be
devoted to presentation and discussion of original academic
research, we also expect to schedule a small number of
panels on important current topics or policy issues. If
you have questions about the appropriateness of your paper
for the symposium, or suggestions for panel subjects,

PROPOSALS TO ADVANCE MEASUREMENT OF
ENTREPRENEURSHIP AND INNOVATION IN THE UNITED STATES
2008 Kauffman Symposium on Entrepreneurship
and Innovation Data
Deadline: May 13, 2008 at 5pm CST
INTRODUCTION:
The 2007 Kauffman Symposium on Entrepreneurship and
Innovation Data brought together over 100 researchers and
data providers to examine thirty-eight new and recently
updated data sets. While the availability of these data
sets is exciting and promising, substantial gaps in our
knowledge about innovation and entrepreneurship remain. One
path for advancing our current understanding of
entrepreneurship and/or innovation is to enhance existing
data collection efforts through such means as adding or
modifying questions and methodologies.
The Kauffman Foundation will host the 2008 Kauffman
Symposium on Entrepreneurship and Innovation Data in order
to provide a forum for exploring possible changes in data
collection efforts. As with the 2007 event, researchers,
data providers, and policy analysts will be invited. The
Symposium will be held in fall 2008 in Washington, DC.
In preparation for this year's Symposium, the Kauffman
Foundation seeks to commission a series of short papers
identifying incremental changes in existing U.S.-based data
efforts that would significantly advance the study of
entrepreneurship and/or innovation over the next five
years. The Foundation will provide an honorarium for each
paper presented of $3,000. Collaboration on proposals is
encouraged. Individual researchers may participate in up to
two proposals. The Foundation also will cover airfare
expenses and provide lodging for authors presenting papers
at the Symposium and pre-conference. A pre-conference
workshop is anticipated in July 2008 for invited
contributors.
PROPOSAL PROCESS:
Proposed papers may address:
1) any data collection effort presented at the 2007
Symposium, see:
www.ssrn.com/link/2007-Kauffman.html
2) any other data set concerned with entrepreneurship or
innovation in the United States, and/or
3) any existing data set that does not cover U.S.
entrepreneurship or innovation at present but could
if modified to do so. A data collection effort may be
based on a survey or administrative records and may
be sponsored by the government or a private
organization.
Each accepted paper should aim to improve the value of
an existing collection effort through:
1) adding new questions,
2) revising existing questions,
3) better aligning data collection with other domestic or
international data efforts, and/or
4) modifying the covered population. Papers should not
exceed 7,500 words.
Each proposal should provide the following information:
- Name of the existing survey or administrative data
collection effort
- Organization(s) that fund and carry out the data
collection effort
- Frequency and scope of data collection
- Complete copy of the existing data collection tool
(questionnaire/form)
- Brief summary of collection methodology (attach or
provide links to existing documentation)
- Bulleted summary (as specific as possible) of potential
improvements in scope, collection tools, and/or methods
- An explanation in 750 words or less as to how the
proposed changes would advance entrepreneurship and/or
innovation research
- Brief summary of proposer qualifications to prepare the
paper (attach Curriculum Vitae)

The FDIC's Center for Financial Research and the JFSR
invite submissions for the 8th Annual Fall Research
Conference to be held in Arlington, Virginia on Thursday,
September 18, and Friday, September 19, 2008.
Until fall 2007, many held a view that securitization and
other credit risk transfer instruments diversified bank
credit risks and enhanced financial sector stability. By
winter 2008, many securitization markets had ceased to
function as investor demand for complex credit products
evaporated even as central banks lowered risk free rates to
stimulate liquidity and blunt the real economic effects of
mounting financial sector losses. The 8th Annual FDIC-JFSR
conference will provide a forum to discuss the causes and
effects of the recent securitization debacle and focus on
the following questions. Is credit risk transfer (CRT) a
source of systemic instability or is CRT inherently a
stabilizing force? Do current events reflect the
predictable outcome of correctable flaws in industry and
regulatory practices? Was there a widespread failure to
anticipate the potential for large financial industry
losses? What are the reasons for the breakdown in
underwriting standards, market discipline, accounting
standards, regulation, and risk measurement and management
systems? If so, what policies need to be revisited?
TOPICS:
The program committee encourages the submission of papers

- Excess liquidity, asset price bubbles, and financial
fragility
- Risk measurement for securitization and credit derivative

The Directorate-General for Economic and Financial Affairs
(DG ECFIN) of the European Commission is organising its
fifth Annual Research Conference in October 2008 in
Brussels. The topic for the conference is "Boosting growth
and productivity in an open Europe: The role of
international flows of goods, services, capital and
labour?"
OVERVIEW:
Economic growth has been in the focus of economists for
centuries. While foreign trade flows have always been seen
as a major determinant of growth, recently globalisation
and enhanced European integration (including EMU) have
impacted on the size and direction of international flows,
not only of goods but also of services, capital and labour.
Recent research on the first ten years of EMU has touched
upon these issues with a focus on the euro area. This
conference intends to add insights from state-of-the-art
research on the role of international flows of capital,
labour, goods and services. This includes a micro- and a
macro-perspective and a broad geographical coverage (e.g.
recently acceded Member States). The key questions are:
"How do international flows affect European growth and
productivity?" and "Are there policy options to enhance
economic growth by affecting international flows?"
The conference will have six main sessions:
1. The international dimension of economic growth. Where
do we stand?
2. Openness and growth: Foreign trade in goods and
services
3. International sources of productivity growth
4. International labour flows and economic growth
5. International capital flows and economic growth
6. European experiences, enlargement and economic growth
KEYNOTE SPEAKERS:
The conference will include keynote speakers and a panel
discussion. The confirmed keynote speakers are Eric
Bartelsman (Vrije Universiteit Amsterdam), Erik Berglof
(EBRD), Tito Boeri (IGIER, Universita Bocconi), Richard
Freeman (Harvard University), Philip Lane (Trinity College
Dublin), and Bart van Ark (The Conference Board and
University of Groningen). Each of the keynote speakers will
open a conference session.
LOCATION AND TIME:
The conference will take place in Brussels, Belgium on
October 16-17, 2008.

OVERVIEW:
Economic poverty is seen as one of the most iconic forms of
modern times' misfortunes. Hence, alleviating poverty and
relieving and helping the poor has been a mainstay of
economic policy objectives, with a view to eventually
eradicate poverty from the societies in which we live. It
has not always been that way, however. Poverty has not at
all times been looked at as an ailment that ought to be
cured and rooted out. The materiality and meaning of
poverty within the realm of human experience are thus of a
quite multifarious nature, and while setting sights on the
latest centuries, those during which economic science has
blossomed, one should bear this multifariousness in mind.
Indeed, in particular in current modern times, poverty can
in our view be seen as being dual, encompassing a more
traditional form, on the one hand, as well as another form
specifically related to monetary and capitalist economic
systems, on the other hand, the latter form being called
misery. In that view, the difference between one and the
other is not simply quantitative, as misery is not just a
further stage of poverty. Which leads us to the following
question: has this other form of poverty been conceived in
relation to certain specific forms of wealth? Is it this
extreme form of poverty that governments contemplate
stamping out through the use of the instruments supplied by
economic science? Can headway be made in this quest, and is
there any hope of bringing misery to an end in a
foreseeable future?
Papers dealing with the various issues at hand, i.e.
determining the various forms of poverty, understanding the
genesis of misery in capitalistic economies as well as the
fashion in which misery may be produced by capitalism
itself, possibly superseding in the process poverty in its
previous social form, are sought for this colloquium. To
work towards the end envisioned, rehabilitating writings
that have thus far been ignored is not a path that we
intend to follow, as we would rather, more modestly, look
towards emphasizing the great works of economists,
philosophers and writers of the modern era.
TOPICS:
From this point of view, four subject matters may be
brought forward in the investigation of the issue of
poverty as comprehended in economic works:
- The evolution of categorization and measurement of
poverty
- The economic theory of poverty
- Policies dealing with poverty, social justice and the
extent to which poverty may be curtailed
- Poverty, envy, frustrations and illusory riches

CALL FOR PROPOSALS
CAF RESEARCH PAPERS PROGRAM
The Corporacion Andina de Fomento (CAF) invites
applications for its Research Papers Program. The Program
invites proposals for research papers on topics of interest
to CAF. CAF will provide economic support to the proposals
selected, and finished papers will be presented in a
seminar and distributed.
ELIGIBILITY:
The program is intended primarily, but not exclusively, for
researchers associated with Latin American universities,
research institutes and other private or public
institutions in Latin America.
The invitation is also extended to assistant professors,
researchers or post graduates from CAF member countries
working in US or European institutions with focus on topics
related to Latin America.
TOPIC:
This year, the program will focus on: "Decentralization
and Local Development in Latin America".
The process of decentralization has advanced steadily in
the region over the last 20 years. This process has
involved increasing political rights to sub-national
communities and jurisdictions, allowing them to elect their
own local and regional authorities, as well as the
decentralization of fiscal instruments and policies. A
greater level of autonomy of regions and local governments
aims at improving the overall functioning of the public
sector. In other words, an immediate objective is that of
achieving better efficiency in the management of
expenditures and revenue decisions. Nevertheless, the
ultimate test for whether decentralization works is whether
it can be an instrument for local development. The
connection between decentralization and regional and/or
local development has been much debated and no clear
consensus has been reached. On the one hand, the
devolution of political, fiscal and economic powers serves
to unleash creative forces at the regional and local level,
allowing communities to be more responsible for their own
actions and to achieve a better match between policies and
local needs. On the other hand, decentralization implies a
lesser role for national states as equalizers of economic
and fiscal capacities across regions. The net effect of
these two forces could be positive for relatively rich
regions and negative for less developed ones, which of
course would imply that devolution is accompanied by an
increase in regional disparities. This problem is likely to
be exacerbated by pre-existing differences in local
management capabilities.
In the context of this debate, the present call for papers
aims at fostering research on issues related to
decentralization and regional and local development. In
particular, proposals should address one or more of the
following questions. Preference will be given to empirical
work based on micro data.
Is decentralization associated with a process of regional
convergence in economic development and living standards
within countries?
What are the channels through which decentralization may
drive such convergence/divergence?
Does decentralization imply better efficiency in the
provision of local public goods and in public expenditure
programs?
Does decentralization of revenue decisions help increase
the local governments' tax effort?
Do intergovernmental fiscal arrangements such as
intergovernmental transfers foster convergence?
Has fiscal decentralization been associated with soft
budget constraint-type behavior on the part of sub-national
governments?
How do globalization (for example, trade liberalization)
and decentralization interact to produce a given pattern of
convergence or divergence across regions?
To what extent is decentralization of revenues associated
with the exploitation of natural resources as a source of
regional divergence within countries?
Does decentralization play a role in the quality of public
sector planning or viceversa?
PROGRAM CONDITIONS:
CAF will pay US$ 10.000 to selected proposals.
Additionally, it will pay travel (economy class) and
lodging expenses to present the paper, either in a seminar
to be held at headquarters in Caracas, or in a CAF
sponsored session at the next LACEA Annual Meeting (in this
second case a preliminary version of the paper may be
presented).
CAF reserves the right to publish and distribute resulting
works. Selected papers may be used as background papers for
CAF's annual publication Reporte de Economia y Desarrollo.
Also, selected papers may be chosen for publication, in
Spanish, in CAF's journal Perspectivas. Authors are free to
submit sponsored papers to specialized journals or
publications or to use them to fulfill academic
requirements, provided that CAF sponsorship is
acknowledged. If authors prefer to submit finished papers
elsewhere, we request authors commit to writing - in
addition to the technical paper - a shorter, policy-
oriented version of the paper for publication in
Perspectivas and/or distribution by CAF in other outlets.
APPLICATION PROCEDURE:
Proposals should not exceed 8 pages and must include the
following
- Title
- Abstract
- Objectives and relevance for the region
- Research methodology
- Outline of research and timetable
- Bibliography
Additionally, proposals must be accompanied by a Curriculum
Vitae and a letter of support from the researchers'
institution or, in the case of graduate students, from
their academic advisor.
Proposals (and papers) may be in either English or Spanish.

Proposals will be evaluated by a jury appointed by CAF and
decisions will be made on the basis of the quality of the
proposal and of its relevance to Latin America. Results

BARCELONA LEEX EXPERIMENTAL ECONOMICS
SUMMER SCHOOL IN MACROECONOMICS

GENERAL INFORMATION:
Macroeconomic theories have traditionally been tested using
non-experimental "field" data. However, modern, micro-
founded macroeconomic models can also be tested in the
laboratory, and researchers have begun to pursue such
experimental tests. This June, graduate students
specializing in macroeconomics or experimental economics,
as well as junior faculty members and researchers of
macroeconomic are invited to attend the second LeeX summer
school devoted to experimental macroeconomics research.
The intensive 5-day summer school will be offered at
Universitat Pompeu Fabra from June 9-13, 2008. Students
will be taught experimental methods and exposed to a number
of macroeconomic applications that have been tested
experimentally. Students will be asked to participate in
experiments and to develop their own experimental
macroeconomic projects. Faculty will assist with and
critique these projects.
