Background information:
Events of the last few years, especially recently in the Middle East, have demonstrated that non-inclusive governance leads to frustration and bloodshed, creating an environment where the use of force becomes an inevitable route for settling grievances. In setting the agenda beyond 2015, it is crucial that such concerns are reflected in any planning process, especially as weakening resources add further impetus to a culture of human insecurity. While the human rights agenda, with its emphasis on ‘the inherent dignity and worth of every individual’ would seem ideally suited to providing the intellectual ballast to this process, it too has failed to serve those in the Bottom Billion. This lecture explores such issues, and argues that any successful global planning process beyond 2015 needs to hardwire access to resources for groups in vulnerable positions as a primary step towards the creation of conflict-free societies.
